The third time was the charm for the Guthrie city council to decide on approving a permit for an oil and gas well site. The council unanimously voted to approve the well on Tuesday’s regular scheduled meeting.

The first time the agenda item was to be heard there were not enough members from the previous council to form a quorum. The second time was tabled by the new council to allow more time.
City Manager Sereniah Breland explained the well site, located behind Mineral Wells Park, is anticipated to see 25 days of on site construction. The height of the well would be 90 feet tall and not highly visibly from Division St.
“This is not a fracking operation within the city limits,” Breland added.
Breland said the City is expects to sell the well company 25,000 gallons of water per day for an expected 14 days. Breland added the Guthrie Water Treatment Plant produces approximately 1.2 million gallons of water per day.
With the approval, the future well site would be the 17th active site within the city limits.
Breland mentioned the City is a 3/16 owner of mineral rights of the property.
In addition, the City is requiring fencing, well testing and repairs of any damage roads from the well company.
Gov. Mary Fallin signed into law House Bill 809 that says municipalities will not have the authority to ban drilling within city limits. The law goes into effect on Nov. 1.
