Langston man arrested after deadly Stillwater shooting; charged with attempted officer shootings

A Langston man is behind bars in Logan County after police say he opened fire inside a Stillwater apartment early Monday morning, killing two people and injuring a third.

Stillwater Police have identified the suspect as 36-year-old Theodore DeMarrio McCloud. According to investigators, McCloud entered an apartment in the 200 block of W. Elm Avenue and began shooting. Vanessa Henry, 38, and Andrew Rice, 35, were pronounced dead at the scene. A third victim, 34-year-old Carman Murphy, was rushed to a local hospital and is expected to recover.

Authorities confirmed McCloud knew the victims, but a motive has not yet been released.

Shortly after 2:15 a.m., Langston University Police received a call about McCloud possibly being in Langston. Officers were able to locate and approach McCloud. McCloud allegedly exited his vehicle and fired at them. One officer returned fire. No injuries were reported, and body cam footage reportedly captured the exchange. McCloud was taken into custody with the help of multiple agencies, including Langston Police, Stillwater Police, and the Logan and Payne County Sheriff’s Offices.

Investigators later discovered a firearm inside a clothes dryer at a home connected to McCloud’s father. The weapon matched the description of the gun believed to have been used in the Stillwater shooting.

The Oklahoma State Bureau of Investigation is leading the investigation at the request of Langston University Police.

In Logan County, McCloud has been charged with two counts of shooting with intent to kill—one count for each of the two officers he allegedly fired upon. He’s expected to be formally arraigned on Thursday. However, it’s uncertain when formal charges will be filed in Payne County.

McCloud also faces legal issues in Oklahoma County. In July 2024, he was charged with assault and battery with a dangerous weapon involving a vehicle and driving under the influence of an intoxicating substance. He was released on a $15,000 bond in that case.

McCloud has prior convictions in Oklahoma County. In July 2009, he pleaded guilty to robbery. In June 2010, he pleaded guilty to possession of a firearm and obstructing an officer. That same month, he also pleaded guilty to possession of a firearm with a defaced or mutilated serial number.
