The Oklahoma State Department of Education released a new school report card system on Thursday. Three Guthrie schools received an overall grade of a C.
Overall, the state’s report card ranked Oklahoma schools as a C.
“The new system incorporates significantly more contextual information than its predecessor,” said State Superintendent of Public Instruction Joy Hofmeister. “The Oklahoma School Report Cards provide valid, reliable, meaningful and actionable data that schools and communities can use to improve outcomes for kids.”
Guthrie Upper Elementary School (GUES), Guthrie Junior High School (GJHS) and Guthrie High School (GHS) each received a C as their overall grade.
Central Elementary, Cotteral Elementary and Fogarty Elementary were not given an overall grade letter.
“We are continuing to review the data contained in the recently released School Report Cards for areas of celebration,” Guthrie Superintendent Dr. Mike Simpson said in a release. “We are also reviewing areas of concern to determine if adequate resources and methods are available for our students to grow.
Simpson says there were some bright spots.
“We continue to focus on growing our students and that is evident as our academic growth at GUES and the Junior High School are well above the state average. This is a clear sign that we are taking each student and growing them academically at a rate greater than other school districts. The characteristics of each community will naturally affect the scores. Some of the characteristics of our district which always affect our overall achievement include a greater percentage of students receiving services in special education than the state average as well as a greater percentage of students receiving free or reduced meals. This is the federal determinant of students living in poverty.”
Simpson added some of the data from the report cards are of little use.
“Since this data is from the 2017-18 school year and prior to our neighborhood school transition, the results for sites which serve students below fourth grade are of little use. We look forward to future years where that data may be as beneficial as the data provided for the Upper Elementary, Junior High and High School.”
The superintendent says there are areas to improve upon for the district.
“Areas where we look for growth in the future include a continued focus on chronic absenteeism and our graduation rate. We as a community must improve our attendance and reduce the chronic absenteeism as this is a great barrier to achievement of at risk students. Those habits typically lead to high school dropouts. Those items go hand in hand for at risk students succeeding,” Simpson said.
Hofmeister says the report cards are not the full story.
“No score or series of scores can tell the full story of a school and the life-changing work happening in Oklahoma schools. We are encouraged that the new accountability system provides a meaningful snapshot of where our schools are.”
Guthrie High School (Grades 9-12)
GHS graded out with a C in academic achievement, a B in English language proficiency progress, a D in chronic absenteeism, a C in post secondary opportunities and a F in graduation.
According to the graduation report card, 73.4 percent of GHS students graduated compared to 85.6 percent in the state.
The academic achievement indicator shows the improvement of each priority student group in the same grade from one year to the next. GHS scored a 48 percent compared to the state’s 52 percent.
In the chronic absenteeism section, GHS scored an 83.47 percent compared to the state’s 86.51 percent. Chronic absenteeism refers to students who miss 10 percent or more of the school year for any reason.

Guthrie Junior High School (Grades 7-8)
GJHS scored a B in academic achievement, a C in academic growth and a C in chronic absenteeism.
The overall C grade shows GJHS is six percentage points above the state (61-55).
The school was 20 percentage points above the state in academic achievement, 10 points higher in academic growth and approximately one percent higher in the state in chronic absenteeism.

Guthrie Upper Elementary School (Grades 4-6)
GUES recorded a B score in academic growth, C’s in academic achievement and English language proficiency progress and a D in chronic absenteeism.
The school recorded a 43 percent in academic achievement compared to the state’s 52 percent. The academic achievement indicator shows the improvement of each priority student group in the same grade from one year to the next.
In academic growth, which is the indicator that recognizes schools working hard to meet students where they are and help them get – or stay – on track, GUES was scored at 62 percent compared to 50 percent of the state.
GUES received 32 percent in English language proficiency progress compared to the state’s 33 percent.
In chronic absenteeism, which refers to students who miss 10 percent or more of the school year for any reason, GUES was recorded at 83.22 percent to the state’s 86.51 percent.

Fogarty Elementary (Grades 2-3)
Fogarty was not given a letter grade for their overall score but is shown 33 percent below the state average in the overall grade category.
The school reported lower percentages in academic achievement, English language proficiency progress and chronic absenteeism.
The report card shows the school with a 21 percent in academic achievement compared to the state’s 45 percent, 16 percent in English language proficiency progress compared to 33 percent and .08 below the state in chronic absenteeism (86.43% to 86.51%).
Chronic absenteeism refers to students who miss 10 percent or more of the school year for any reason.

Cotteral Elementary (Grades PK – KG)
Cotteral was not given an overall grade but is shown with a 22 percent performance compared to the state average of 55 percent.
The only grade given to the school was in chronic absenteeism with a letter grade of D. The numbers show 81.48 percent for the school and 86.51 for the state.

Central Elementary (Grade 1)
Central was not given an overall grade but is shown with a 25 percent performance compared to the state average of 55 percent.
The school recorded an F in English language proficiency progress at 15 percent compared to the state’s 33 percent.
A letter grade of C was given for chronic absenteeism. The report shows the school at 87.85 percent compared to the state’s 86.51.
