City amends shelter-in-place, keeps mandate on masks

In a special city council meeting, the Guthrie city council voted unanimously to amend a city ordinance requiring shelter-in-place, but will still require a face covering when social distancing is not possible.

All seven council members met via a teleconference on Monday morning to amend Ordinance No. 3331.

On April 6, the council required residents living within the city limits to shelter in place at their residence. Residents could leave their residents for essential activities or to operate essential business activities. In addition, cloth face coverings were mandated when going out in public to get ahead of the curve.

With the removal of the shelter-in-place ordinance, the City will fall under the governor’s safer-at-home, which recommends for those over 65 or more vulnerable to stay at home, except for essential activities (grocery store, pharmacy, etc.).

After several comments by the council, the members voted to keep the face covering mandate.

With Monday’s vote, the City says individuals shall still wear a face covering in public settings anywhere the Center for Disease Control (CDC) recommends social distancing measures are difficult to maintain.

According to the CDC website, wearing cloth face coverings in public settings where other social distancing measures are difficult to maintain (e.g., grocery stores and pharmacies), especially in areas of significant community-based transmission.

Under the guidelines of the first phase of the governor’s plan, personal care businesses like hair salons and spas can open immediately in Guthrie while following strict sanitation and social distancing rules.

Restaurants, movie theaters, and sporting venues could open to the public on May 1.

Suspension of gatherings and/or public event remains the same. All events with 10 or more participants on city rights-of-way, city owned-operated and/or city owned–subcontractor operated properties/facilities remain suspended.

Properties and facilities, including, Guthrie Public Library, Highland Hall (except for the food preparation area), city playgrounds, pavilions, shelters, public restrooms, fitness courts, dog parks, disc golf courses, skate parks, recreation centers and sport courts are still closed off.

Guthrie Municipal Court dockets remain cancelled at the time.

The City will continue to postpone cutting off water service for customers.

The city council is scheduled to meet again on May 5.

  2. I WILL CONTINUE TO SHOP IN GUTHRIE, SUPPORTING OUR OWN PEOPLE AND WILL WEAR MY MASK PROBABLY LONGER THAN WILL BE REQUIRED.

  5. Is it still punishable by arrest/jail/fine if a person is “caught” without wearing a mask?

  6. Guthrie, nor any other city/town/State for that matter, cannot mandate masks – it is unConstitutional. And, for those of you who are actually bowing down to their (council) unConstitutional “orders”, YOU are part of the problem, NOT the citizens who refuse to wear them. If you are worried about getting the “flu” then YOU stay home and YOU wear a mask. The rest of us are done bowing down to this false, communistic rhetoric and will not have our Constitutional rights trampled on nor destroyed. It has become extremely apparent, that critical and logical thinking has been completely lost as evidenced by the small-minded thinking of a majority of loud mouths in the Guthrie citizenry (example: comments in other articles) due to their willingness to transform Guthrie into a semi-Communistic town. It is way past time for the real Patriots of Guthrie to tell the Council and Mayor to stick to their jobs and stop the unConstitutional BS – there are plenty of Constitutional Attorneys willing to take them and their “orders” to court.

    • Well said, Kimberly!! People have forgotten that this is America. If others feel like it protects them, which it doesn’t, then let them wear a mask and stay home. However, the council does not have the right to ORDER others to do so. I concur. It is against our Constitutional rights.

    • Thank you, Kimberly. Well stated! I absolutely refuse to wear a mask outside in the fresh air and sunshine. I like to support the local Wal Mart and Cash Savers, but have decided that, until this communistic action by the mayor and council is lifted, I’ll go to Edmond. Again, thank you very, very much!

    I recommend someone on the City Council actually go and read the CDC website and its definition or description of face coverings that do and do not work. You cant keep wrongly quoting information to further an agenda.
