A Guthrie man was arrested Thursday after an investigation by the Oklahoma State Bureau of Investigation’s Internet Crimes Against Children (ICAC) Unit led agents to alleged child sexual abuse material found on electronic devices.
According to the OSBI, the investigation began on July 12, 2026, when ICAC special agents conducted an online investigation into possible child sexual abuse material.
While reviewing online files, agents discovered multiple images and videos containing suspected child sexual abuse material. Investigators later identified the online user associated with the files as 48-year-old Randy Guinan of Guthrie.
On Aug. 6, OSBI ICAC agents, assisted by the Guthrie Police Department and the Lincoln County Sheriff’s Office, served a search warrant at Guinan’s residence.
During the search, investigators interviewed Guinan and seized multiple electronic devices for examination. According to the OSBI, investigators found images of child sexual abuse material on those devices.
Guinan was arrested and booked into the Logan County Jail on the following complaints for child sexual exploitation, possession of child sexual abuse material, and violation of the Oklahoma Computer Crimes Act.
The OSBI thanked the Guthrie Police Department and the Lincoln County Sheriff’s Office for assisting with the investigation.
OSBI reminds citizens that charges are allegations only, and that Guinan is presumed innocent unless and until proven guilty in a court of law.
