City Council approves numerous consent agenda items

It was a busy Tuesday evening for the Guthrie City Council and Guthrie Public Works Authority with numerous consent agenda items to consider.

Overall the council needed just 35 minutes to complete the meeting with most agenda items not needing further comment. All council members were present with the exception of Ellen Gomes, whom Mayor Chuck Burtcher said was ill.

The council heard public comments from three citizens to begin the council meeting. James Bennett spoke about his concern of Logan Medical Center, Lucy Swanson gave a Quarter Report for the Convention and Visitors Bureau and former mayor Evelyn Nephew spoke about the first annual NAACP Awards Banquet.

The following was approved by the council and Works Authority:

– Approved to amend Exhibit “E” of the FY2011 Sports Field Use Agreement for the Logan County Soccer Club, Inc. for the use of the Soccer Field at 300 N. Academy Road, stating the bleachers and the goals belong to the City of Guthrie.

– Approved to accept the Homeland Security Grant for the 800MHz Radio Project.

– Approved  the Budget Amendment No. 8 increasing the budget for the Guthrie Public Works Fund in the amount of $27,762; Capital Projects Fund in the amount of $23,000; and Hotel/Motel Tax Fund in the amount of $15,000.

– Approved  the Change Order No. 5 for Section A, Guthrie Water Treatment Plant, deleting the painting of interior roof deck and roof joist system which decreases the HCCCo contract by a total of $10,871.03.

– Approved the Water Treatment Plant Project which will allow for approval of the Oklahoma Department of Environmental Quality (ODEQ) and the receipt of final reimbursement from the Oklahoma Water Resources Board (OWRB).

– Approved an amendment to the Airport Improvement Project (AIP); specifically changing task order #11‐002 (which was the design and construction of new Precision Approach Path Indicator Lights (PAPI) at the airport)to task order # 11‐002‐01 which is the design for the replacement of the electrical vault equipment and direct bury wire serving the PAPI lights on the end of Runway 16 and Runway 34.

– Approved an application for a salt water disposal well (within the Guthrie City Limit boundaries) more specifically located in Section 31, Township 16 North, Range 2 W.I.M.

– Approved the recommendation of the Guthrie Park Board that a Community Vegetable Garden be established at Mineral Wells Park in the area south of Mineral Wells Park.

– Approved to pay the registration fee/hotel costs for attendance to the Oklahoma Municipal League by the following individuals as listed: Mayor Chuck Burtcher ($345), Matt Mueller ($295) and Councilmember John Wood($280).

– Approved a Memorandum of Understanding between the City of Guthrie and the Logan County Historical Society regarding restoration of the exterior of the historical Guthrie Water Treatment Plant located at 1111 S. Division.

– Approved Budget Amendment No. 8 increasing the budget for the Guthrie Public Works Fund in the amount of $27,762; Capital Projects Fund in the amount of $23,000; and Hotel/Motel Tax Fund in the amount of $15,000.

– Approved Change Order No. 5 for Section A, Guthrie Water Treatment Plant, deleting the painting of interior roof deck and roof joist system which decreases the HCCCo contract by a total of $10,871.03.

– Approved the Water Treatment Plant Project which will allow for approval of the Oklahoma Department of Environmental Quality (ODEQ) and the receipt of the final reimbursement from the Oklahoma Water Resources Board (OWRB).

– Approved to award Bid No. 2011‐10, Partial Exterior Restoration of the Old Water

– Treatment Plant Building to the low bid of $27,262 to Kneal Construction, LLC of Oklahoma City, OK and authorize staff to execute a contract.

– Approved to authorize sale of water to Southside Mini Storage, LLC for the Day Care Center property located at 2421 S. Division.
