Commissioner abstains from seven votes on county renewal contracts

The Board of County Commissioners met Monday morning with 32 agenda items to consider. District 1 Commissioner Marven Goodman abstained from seven votes dealing with renewal of existing services with the county.

On the first of seven renewal items, Goodman asked, “is there a reason why this wasn’t bid?”

County Clerk Troy Cole replied with, “The money does not come anywhere near an issue. This is a renewal for the fiscal year.”

Three agenda items later concerning the renewal of an agreement with Tele-Coin to provide inmate telephone for the Sheriff’s Office, Goodman asked, “haven’t been bid?” District 2 County Commissioner Mike Pearson responded by saying, “my understanding is that it has been working out pretty good for both inmates and the jail.”

Two items later on a renewal agreement between Smart Technologies and the Sheriff’s Office, Goodman asked, “I guess this hasn’t been subject to any type of open bid?” Cole replied, “once the services are in place we are not require to bid them annually.”

“So, the answer is no?,” Goodman asked.

Cole said, “no.”

The seven items were approve with 2-0 votes coming from Pearson and District 3 County Commissioner Monty Piercy. Those items were as follows:

  • approving Professional Services Agreement between Logan County Health Dept and Billie K. Anderson to provide clerical consultation services for FY 20 I 5- 2016.
  • approving Profession Services Agreement between Logan County Health Dept and Adrianna E. Halstead to provide registered dietician services for FY 2015- 2016.
  • agreement with City Tele-Coin to provide inmate telephone for the Sheriff s Office for FY 2015-2016.
  • approving amendment to operating agreement with Aramark Correctional Services for inmate meals for FY 2015-2016.
  • approving agreement with Smart Technologies for Remote Network Services for the Sheriff s Office for FY 2015-2016.
  • approving agreement with Dan’s Pest Control Services for the Sheriff’s Office for FY 2015-2016
  • approving agreements with InterAct for software maintenance for FY 2015-2016 for Logan County Sheriff Logan County Treasurer

In other business items the commissioner unanimously approved:

– Oklahoma Department of Transportation for utility relocation fees ($82,472.20) for the Coltrane Road project

– Interlocal Cooperative Agreement between Logan County and the Town of Mulhall for paving streets within the Town of Mulhall

– contract with Total Assessment Solutions Corp. (TASC) to provide valuation services for the Assessor’s Office for FY 2015-2016

– $2500.00 donation from Devon Energy to the Sheriff’s Office

– disposing by sale to Cashion Fire Dept. a 2006 rescue bed with skid unit owned by Guthrie Fire Dept.

– USDA-APHIS for wildlife damage control services

– establishing the ACCO Self Insurance Fun for FY 2015-2016 for property/liability insurance

– establishing the 9-1-1 Emergency Telephone Fee for calendar year 2016

– Detention Transportation Claim for April 2015 for $2762.03

– Detention Transportation Contracts with the Office of Juvenile Affairs for FY 2015-2016

– FY 2015-2016 contracts for juvenile detention

– agreements with Putnam & Company to provide budgeting services to Logan County and Logan County Health Dept for FY 2015-2016

– claims for June 2015
