Larry Pannell named interim city manager

Larry Pannell has been named Interim City Manager by the Guthrie City Council. Pannell joins Guthrie with twelve years of local government experience, the last ten at the executive level, including serving as City Administrator for the City of Electra, TX from January 2012 until May 2015.

Pannell not only has experience in city administration, but also a highly educated background as well. Pannell is a graduate of the University of Illinois at Springfield where he obtained a Master’s Degree in Public Administration after receiving a Bachelor’s of Science degree in Business Administration with an emphasis on accounting from the University of Wisconsin at Parkside.

Before leading fifteen departments inside the City of Electra, TX (population of 2,763 according to 2013 Census), Pannell served as the Director of Finance for the City of Zion, Illinois (population 24,339) from August of 2005 to December 2011. Pannell’s success at Electra included beautification, financial and operational accountability, park improvements, and many other improvements to help the City with financial stability and customer service.

Last month, Sereniah Breland announced she had accepted a similar position in Alvin, Texas. Her final day in Guthrie was June 5.

Pannell will begin his term as the interim city manager on Tuesday.
