City awards bids to install water master meters as part of lawsuit agreement

As a part of the lawsuit agreement between the City of Guthrie and Logan County Rural Water District No. 1, the City will install eight water master meters to measure water leaving the City to Rural Water. On Tuesday, they awarded the bid for $684,209.

With a unanimous vote (7-0) of the newly seated Guthrie Public Works Authority, Davenport Construction was awarded the low bid at $635,009 and $49,200 to Myers Engineering for engineering oversight.

The contract will be paid out of the Oklahoma City Waterline Fund.

Council member Brian Bothroyd questioned the engineering oversight cost as possibly being too steep and was quickly followed up by council member Ed Wood.

“That just seems a bit high to me, but there are a lot of them (engineering costs) that seem high to me,” Bothroyd said.

He continued, “I like to know if that 50 grand is the norm,”

City Manager Leroy Alsup said Oklahoma statues do not allow bidding of engineering services. Alsup, who took the City’s top spot over in February, said with future projects they will look at other engineering costs for comparison.

As part of the lawsuit agreement, the City will provide master meters in the areas that will provide water for the (former Guthrie) customers who will be in the designated territory for Rural Water. Related article: City of Guthrie and Rural Water end 11-year lawsuit

The meters will allow the City to manage the water usage for new Rural Water customers.

Rural Water will purchase water from the City at a wholesale rate of $5.22 per thousand with a CPI (consumer price index) annual adjustment to that number, according to City Attorney Randel Shadid.

The project is expected to take 200 calendar days to install.
